    The PMO as a Value-Driven Service Provider

    This chapter covers how the PMO should position itself as a service provider and the foundations of value-driven service delivery. The PMO's reason for existence is to deliver tangible and measurable value to the organization.

    Service Provider Mindset

    The PMO should position itself as an "internal service provider." This means the PMO must identify its "customers" (project managers, program managers, senior management, functional units) and design services according to their needs. "How can we help you?" should be the PMO's fundamental approach.

    Value Definition

    Value is defined from the customer's perspective — not the PMO's. Every service the PMO offers should respond to a customer need and provide measurable benefit. Value can be concretized as: cost savings, time reduction, quality improvement, risk reduction, capacity building, or strategic alignment.

    Service Portfolio Management

    The PMO should manage its services as a portfolio. This includes regularly reviewing services, terminating those that don't generate value, and developing new services based on emerging needs. A service catalog enables the PMO to communicate its offerings transparently and in an organized manner.

    Value Measurement

    Measuring PMO value is critically important. The measurement framework should cover both leading indicators (stakeholder engagement, training completion rates) and lagging indicators (project success rates, ROI). Without value measurement, the PMO becomes vulnerable during budget cuts.
