    Flywheel Overview

    This chapter introduces the overall structure and operating principle of the Value-Generating PMO Flywheel. The Flywheel is a continuous 10-step cycle that enables the PMO to produce sustainable value.

    Flywheel Concept

    Unlike a linear process, the flywheel concept recognizes that each step builds on the previous one and creates momentum for the next. This creates a self-reinforcing cycle. The more the wheel turns, the more momentum increases and value generation accelerates.

    10-Step Structure

    The flywheel consists of: (1) Awareness Building, (2) Needs Assessment, (3) Value Proposition, (4) Service Development, (5) Service Onboarding, (6) Service Operation, (7) Service Monitoring, (8) Service Improvement, (9) Value Delivery, (10) Value Recognition. Each step includes specific activities, tools, and success criteria.

    Continuity Principle

    The flywheel's power lies in its continuity. The last step (Value Recognition) feeds directly back to the first step (Awareness Building). Recognized value increases awareness; increased awareness enables discovery of new needs — and the cycle continues.
