PMO Services and PMO Maturity
This chapter covers the classification of PMO services and PMO maturity models. The maturity level of PMO services directly impacts the quality of value delivered to the organization.
PMO Service Categories
PMO services are generally categorized as: Governance services (standards, policies, compliance), Methodology services (frameworks, templates, processes), Training and development services (competency building, coaching, mentoring), Portfolio management services (project selection, prioritization, resource optimization), and Support services (reporting, tool management, administrative support).
PMO Maturity Model
PMO maturity is typically assessed at five levels: (1) Initial — processes are reactive and inconsistent; (2) Repeatable — basic processes established at the project level; (3) Defined — processes standardized across the organization; (4) Managed — processes measured and controlled; (5) Optimizing — focus on continuous improvement and innovation. Each level requires specific capabilities and practices.
Service Maturity Assessment
Each PMO service should be assessed individually for maturity. A PMO may be at high maturity in portfolio reporting while at low maturity in coaching services. Identifying these imbalances is important for correctly prioritizing improvements.
Maturity Roadmap
The PMO should develop a roadmap for maturity improvement with clear milestones. Maturity improvement is not linear, and simultaneous progress across all dimensions should not be expected. The most critical gaps should be prioritized, and a balanced improvement plan should be created.
