Developing Competencies for PMOs
This chapter covers the competencies PMO professionals should possess and how to develop them. PMO success is directly related to having people with the right skills.
Competency Framework
PMO competencies are assessed in three main categories: Technical competencies (project management methodologies, tools, processes), Leadership competencies (visionary thinking, change management, coaching, communication), and Strategic competencies (business acumen, strategic planning, value management). Competencies in each category vary by role and responsibility level.
Competency Assessment and Gap Analysis
The PMO should comprehensively assess current team competencies and identify gaps by comparing them with the desired level. Competency matrices, 360-degree feedback, and performance evaluations are tools used in this process.
Development Plans
Individual and team development plans should be created based on identified gaps. Development methods include: formal training programs, coaching and mentoring, on-the-job learning, certification programs, participation in communities of practice, and rotation programs.
Adult Learning Principles
PMO training programs should be designed according to adult learning principles: learning should be work-relevant, participants' experiences should be leveraged, interactive and hands-on learning design, content adaptation for different skill levels, and measurement of training effectiveness.
Continuous Development Culture
The PMO should foster a culture of continuous learning and development. This includes integrating learning into performance management, creating platforms for knowledge sharing, and linking professional development to career advancement systems.
